Semi-start?

Hey everyone. I had a post on here recently that was pretty misleading, so I'll just start this one and say where I'm at. My bike was stolen and recovered, and has been bustin my chops about starting. I got it to start once or twice and it blew a ton of water out of the exhaust. Today i got it to consistently start with starting fluid (and it finally pushed the rest of the water out of the exhaust). Every time it will run on the starting fluid for about 3-4 seconds and she sounds BEAUTIFUL!
I haven't checked to make sure the fuel pump is working, but I'm going to check that tomorrow, but as I do that, i've read through the forums a bunch and a lot of people mention the throttle stop screw being out of place has caused trouble starting. If anyone has any advice, could you please post it? I also am just kind of hoping for some reassurance that starting like a champ with starting fluid is a good sign...

If it starts with starter fluid, that mean the sparks and everything else is working. Just not getting in fuel to the carbs.
First check that turny thing next to the fuel **** to make sure it is open. That was the problem with the misses bike when it wouldn't start a couple a days ago. Turning that **** control the butterfly plates on the carb.
Then check the petcock, fuel filter, then the fuel pump, but the problem is a fuel problem.
