Default Ridiculous Idle issues

Hi there! I'm a fresh forum member and just recently became a 1997 cbr600f3 owner. Two bros carbon exhaust, jetted, k&n drop in and some other goodies. Well the bike sat for about 4 years in a garage with a half tank of gas. Yeah tell me about it, big no-no. So I already kreemed the tank, cleaned the carbs, new fuel filter, new carb boots (insulators), new battery. Im waiting till she runs right before I do the fork seals and a few other odds and ends.

After cleaning the carbs and reinstalling everything she started pretty easy for the first time in 4 years. But she screamed to 9k rpm and held it around there. I then shut her down for sake of neighbors. After putting in some earplugs, lol, I then started her again and ran her for about 2 min. She still revs right up to 9 k and holds it around there. Heres some things I checked out.
1. I checked the throttle cables. They are not binding. The butterflys are in the closed position before starting. Not jammed up or anything.

2. Idle adjustment is all the way out, not even touching the adjustment start point on the carbs. Kinda rules that out.

3. Choke was questionable for this actually, well now that I think about it I should run some more choke tests.

4. Tried to check for air leaks with carb cleaner, came up with none.

5. Checked just about every inch of every vacuum line for damage.

6. Fresh gas of course, 92 octane.

7.Twisting the throttle raised rpms but wouldnt lower them.

Its just weird, what should I be checking?

Yeah sounds like the choke slide on the carb rack is stuck. just a little carb cleaner (while its cold lol) should clean them right up. The needles just screw in there so if you have to take them out just clean them and put them back in. Also check the cable to the choke. mine was rusted inside and the rust was causing the cable to bind up inside.

+1 on that. If the butterflies are flat, check the choke.
