Default Problem with neutral

My '95 won't go into neutral unless I am rolling or the engine is off. Any suggestions on how to fix this?

Thanks

Who much slop do you have in the clutch handle?

I'm not sure exactly what you mean by slop? If you mean how far until it engages, it is at the very end of the travel.

adjust it in so it engages about half way through. So there is about 1/4 - 3/8" of travel after it engages.
