what kind of oil should I use and how many quarts for my 96 cbr f3?

It recommends 10w30, Right now I am using Quakerstate Q 5w30 full advanced synthedic, runs alot smoother, a little burn off at start up but I think thats just my bike. as for how many, I put 4+ and it was between the low and full. Hope this helps!

Hi I recently talked with two honda dealers who have told me not to use a synthetic oil as my 96 CBR has a wet clutch,

I think your two dealers don't know what they're talking about. I ran synthetic in my F3 for over 70k miles.

F3 takes just under 4 quarts with an oil filter change.

You can run any oil you want as long as its not labelled Energy Conserving and you're running within the temperature range its designed for.
