my F3 project bike
picked up this bike for 600 bucks(and another 600 in shipping from texas to ohio lol) 10,000 miles, titled, it has been laid down before, and was ridden by a guy until he went in the marines for a year. he said that when he got back it wouldnt start. turns over and acts like it wants to start but wont. i guess he said he anda friend rebuilt the carbs and it still didnt. here are some pics. please dont bash me too hard, it was 600 after all and needs some work

there can be many different things wrong with the bike, both mechanical and electrical. depending on how long it's been since the carbs were last cleaned, you may want to just have them cleaned again.
going forward, i'm pretty sure you've tried putting in a new battery (if not, you'ed better try that before anything else) so my advice would be to do the following:
1. check the fuse box and make sure all the regular fuses are good
2. check to make sure all the connectors of all the wires are secured.
3. check the main starter relay (check the fuse... it's a 30amp located on the relay; the relay is near the fuel pump)
i. take a wire and connect the two terminals on the main starter relay to test whether or not it is faulty
3. make sure you are using new gas... bad/old gas can prevent your motor from running.
start with those and see what happens.

go to stephygee.com and download the owners manual there, it should be on the bottom left of her page...there are 4 spark plugs total, they're kinda a bitch to take out and change...if you look at the first picture you posted, the spark plugs are underneath the red covers underneath the gas tank

Looking at the pictures it looks asthough the rear end has had some welding done to it, might want to check the welds to make sure they are done right.
If you look on the top of the engine you will spot the HT leads which will lead you to the spark plugs, there are 4, I can see from you pictures that you are missing the tool kit which is a shame because they make it really easy to get the plugs out.
It looks like its had some money spent on it in the past, with the exhaust, steering damper, and crash sliders
