In the manual under troubleshooting - engine does not start or is hard to start - 1. check flow to carb - no flow - no fuel or sticking/clogged float valve or clogged tank vent tube.

...now why doesn't it say anything about the fuel pump or fuel filter? I think there should be other causes also or am I wrong?

 

There a whole half page or full page of what could be wrong,if not there check fuel section!!!

 

...oops...i'm talking about fuel flow to carb specifically.
