Default Carb question here

I just got my 98 f3 running and I havent put the air box back on yet. I noticed it didnt want to rev over 3500 rpm and the reason is because the piston with the needle is not opening. Is this because the air box is not on? I thought that might be the problem since it dosent have any vacuum they cant open, any advice?

mine revs just fine with the air box off. Might wanna try cleaning the carbs out with some seafoam in the gas and pouring some down the carbs and letting it soak.

The sliders work off air pressure from the direct air induction (DAI). At an idle and low speeds, there is no need for a full opening so the air flow is restricted. But when you are running down the road, the ram air kicks in. There is a rubber portion that attached to the top of ths slider which acts as an air bladder. When the air pressure increases,it is enough force to push up onthe slider. When you return to a low speed or idle, there is a spring that returnsthe slider to almost closed position. The airis fed by a hose justoff of the DIA duct on the right side(facing forward with bike) which is located just under the neck of the frame. Follow the hose and it leads to a filter just behind the air box and then leads to the carbs.
