Can Anyone Diagnose This?

It is an Analog one, hence me needing to use Ohms. I am using it properly and I understood everything you said except "You should isolate from power, any circuit run that you are checking for continuity."

So with that said, I am receiving a reading of 3 Ohms- I can not understand if this is good or bad from the manual because from what I understand if there is continuity then the Relay needs to be replaced, if not then move on to other tests- which I have done.

You should really try the gravity feed . Just get enough gas in to fill the float bowls, that's all you need to start the bike. The fuel pump is just there for higher speeds. If it starts then its your pump or relay. If it still don't start you know which way to work, carbs to valves. The only reason I think this is that a hot or warm bike should not need choke to start up unless there's something wrong up front. In Carb area. Its just easy and free to fill up bowls. I could be way off but .....

i am with Mrmanr, before you dive into the electronics lets make sure that it will start and run on a gravity set up
