is there any way to look at the vin, of anything like that to tell if the bike is supposed to have all the emissions on it

 

The frame numbers all start with a PC251, eg PC251-********

 

You can also check the CDI Box:

49 State:
Honda OEM #30410-MV9-600
First 5 numbers on CDI - MV9EC
California:
Honda OEM #30410-MV9-770
First 5 numbers on CDI - MV9AC
