I realize that this may seem like a stupid question, but there isn't any possibility that you attached the cables backwards is there ? The adjuster nuts on the cables would adjust the amount of slack in the cable, but I can't imagine being able to adjust it in such a way that the throttle only moves 1/4".

Hold both cables in you hand and watch what they do when you twist the throttle. The spin the cam on the carbs assembly. It should be pretty obvious which way the have to go on. This MUST be something you did when you hooked the cables up IF the cam spun the carb butterflies open before you put the carbs back on the bike.
I have to be honest though, 1/4 in play in throttle shouts out to me that the cables are reversed unless the bike revs freely. 1/4 in rotation when there is no load on the engine (when it's in neutral) should make the bike rev really high, so if the engine doesn't really respond to the twist, the cables are reversed.
