Well good news is she runs!
Bad news is my throttle only has like a 1/4in play so I'm guessing I need to go down and adjust the nuts on the ends of the cables?
Hopein I only have to take the intake off to get to that.

A quarter inch play or rotation ? I'm thinking you're talking about only that much rotation. Did you check the ability of the butterfly/throttle to rotate fully before putting them on the bike ?

Yes rotation and before carbs were off it was a normal throttle.

I realize that this may seem like a stupid question, but there isn't any possibility that you attached the cables backwards is there ? The adjuster nuts on the cables would adjust the amount of slack in the cable, but I can't imagine being able to adjust it in such a way that the throttle only moves 1/4".

No I'm almost certain I put them on right I made one cable hang high in the air and the other lay far down so when I went back I knew top and bottom.

A good safety tip is to mark them with a sharpie before you start. It has kept me straight a couple of times.

Hold both cables in you hand and watch what they do when you twist the throttle. The spin the cam on the carbs assembly. It should be pretty obvious which way the have to go on. This MUST be something you did when you hooked the cables up IF the cam spun the carb butterflies open before you put the carbs back on the bike.

I have to be honest though, 1/4 in play in throttle shouts out to me that the cables are reversed unless the bike revs freely. 1/4 in rotation when there is no load on the engine (when it's in neutral) should make the bike rev really high, so if the engine doesn't really respond to the twist, the cables are reversed.

I can rev it freely. I don't think the cables were put on wrong. Just road it as is and wouldn't go over" 90" didn't feel like 90. Maybe I just need to adjust the nuts on the throttle cables at the carbs?

Well, clearly I didn't understand what the issue was that you were describing. I"m glad it's sorted out though.
