Default Bike idle rises above 4k rpms

I have a 1998 f3 that I bought a month ago and it hasnt ran properly since I brought it home and have been stressing on getting it fixed. When turning it over it runs and idles but after 2 seconds it continuously rises to above 3500 rpms. Ive cleaned the carbs and adjusted the pilot screw and it really hasnt changed since I got it running. Moved the idle screw back and forth but it has no effect either. Only the 3rd carb is working correctly? The 3rd header pipe is also the hottest when running. Just looking for some help on what I should fix first, I think syncing the carbs may fix the issue completely but im not sure.

It has new spark plugs. Starter relay. Fuel pump. Ignition switch. Fuses. Agm battery. Fuel petcock. Fuel filter. Fuel lines
Its also a California model with evap canister taken off.
Heres a video of it:

It sounds like you might have a couple things going on. First, if the idle adjustment screw doesn’t do anything you might have unscrewed it far enough that it be unscrewed from the body. That would be a good place to start.

I checked and took a pic of the screw but it looks fine. Or am I missing something?

Do you think it would be fine? And would this solve most of my issues?

I can’t say for sure but I would assume so.
I don’t know if it will fix all your issues but it will definitely help with the idle. Without that spring and washer there is no way the bike will idle properly.

@Fed1016 I'm thinking that you might be missing part of your throttle linkage on the carburetor. It looks like it is broken off. Compare the two images.

This appears to be broken off of your carburetor.

Hey @IDoDirt that is a good catch. I was looking at that pic on my mobile and just assumed he had that tab pushed up out of the way for the picture. I didn't see that fracture line where it looks like it's broke off like you mentioned.
