the 2nd pair says they have the rubber inserts and the other ones probably don't come with those, but maybe they are made so they don't need the rubber inserts? I'm not exactly sure. I just know my bike is missing the throttle side bar end.

I got a pair of the 2nd ones. they work fine for me, and cheaper too
