Then I go back to the carbs being suspect. I understand you looked at them. But did you remove them and pull the bowls? That is where all the jets are tucked away. Also, if you remove the tank and air box, can you see an arm like thing moving on the carb rail when you the choke lever back and forth?

Yeah it moves when I pull the choke

Then at least your choke is trying to actuate.
The only other thing other than dirty carbs is if the battery isn't strong enough. But I'm leaning towards the carbs being the issue.
