Default 96 CBR600F3 Sat for 3yrs...running rich. Need help please.

Hello all,
My friend had a 96 CBR600F3 wtih 16k miles on it that had been sitting in his garage for three years. He said if i was bored and wanted to fix it i could use it for a year, so I am trying. It had bad gas from sitting so long and everything was clogged or broken. I changed all the oil, oil filter, fuel filter, fuel pump, air filter, took apart the carbs, cleaned all the jets, and then synced the carbs. After i synced the carbs i adjusted the pilot screws 2.5 out. I took it down to get emissions tested so i can get tags and i failed because of too much unburned gas. So it is still running rich.

At this point i am not sure what else to try. Does anybody have some suggestions?

Also i noticed when i had the carbs apart that the venturies on carbs three and four were bent because they were stuck. Looks like they heated up and cooled wrong or something. How can i swap out or fix these? There doesn't appear to be a simple way to remove them.

There is a specific procedure for adjusting the Idle Air Pilot screws, it's not just 2.5 turns out. A copy of the manual is available for DL. Check page 5-22

Can you post up some photos of what your describing ? Clear photos if you can.

Are they doing emissions testing at idle? If so, try 2.0 turns out on the pilot screws to try to get it to pass. And then change it back to 2.5 turns out for performance.

Have you seaFoam-ed the bike?

Yeah the emissions test is done in three parts. A idle, then they have me hold around 2800 rpms for a minute or two, then test at idle again. So a passing score for Hydrocarbons is 1800ppm and the bike is running at 2700 right now.

Does turning the screws in give less fuel and more air?

As far as seafoam goes i used an fuel addative carb cleaner as well as taking the carbs apart and cleaning the jets.

Less fuel at low end speed and part throttle so it may help you out.
