is the upper right plastic the same on the 1996 and 1998 cbr f3? I am thinkn it is but I dont know for sure? it looks the same
is it a 100% mach?

ya im pretty sure there the same fit, the only body change in 97 and 98 that i know of is the tail fairings

Yeah he is talking about the piece that covers the Upper stay, that hides the mirror mounting point, under the shield.
And yes the upper fairing is the same in all F3's. Only the tail changed, and graphics,body wise that is.
