31mpg (beat that!)
Hey folks. Now to the forum here, figured this is as good a place as any to start 
Bought a '98 F3 a few weeks ago, and I've been noticing the usage as seen in the title. A short search revealed that it was a bit on the low side. Figuring it was a thing of me just starting on the bike and manhandling it I let it slide.
A few talks with other bikers later and I found that even if I ride like I do that the fuel consumption is way to high to be normal. I'm hoping on input from F3 owners before I go back to the dealer with this (still inside the warranty).
So... any input? Is this fuel consumption possible on a properly adjusted bike?

Either your riding super hard or its jetted wrong. Does it have anything aftermarket or not in there? Guessing its running on the rich side causing fuel issues. Does the throttle ever bog down at times? Any smell of gas when just sitting there?
Not riding it super hard (I did some of that earlier today and I'll find out the mpg for that tomorrow). Regular commuting, half of it freeway, half of it city. I get similar mileage when touring for fun at normal speeds.
Only aftermarket thing are steel brakelines front. The throttle seems to bog down at around 6k~ rpm right before it speeds of. There is a smell of gas when its just sitting there, but I understood thats normal.

I get in the area of 45 to 50 with two people on board. I'm running factory gearing too. You might have one of those quick acceleration kits which could be you problem. What are the front and rear sprocket sizes?
if it smells of petrol when its stood there then take of your rear panels really easy and tighten up the fuel tap you will see the bit that needs tightening also run your finger across the bottom of the tap mine doesnt smeel when stood anymore after i tightened it up oh an easy way i use is to see if the fuel switch moves
to be honest take it to were you got it and complain i did this and got free aftermarket rectifier and free oil change with new oil filter

Up to 42mpg now.
From what I'm experiencing (need to rev the engine for it to keep going) the jet got messed with. The engine (or parts of it) was/were cleaned as well. It no longer hangs at 6k rpm, and my mileage is way better. It also no longer smells (heavily) of gas which is a plus.
