So I've recently picked up a 91 F2 and a 97 F3. Neither one of them seem to have any type of easily accessable storage area.
Are both of my bikes missing something or is this how they were?

I've had lots of FZRs and GSXRs that have a lock to pop off the back seat. Apparently nothing of the sort for the CBRs... Not a big deal, but it comes in handy once in a while.
There was a product made a years back called Taillocker. My husband did a product review for Motorcycle Consumer News, Nov 1996 vol 27 number 11. We actually still have it.
It is no longer on the bike since I turned the F2 into a track bike.
I'll sell it cheap, take a picture if you would like to see it. It originally listed for 169.99. It fits in the undertail, replaces the stock rear turn signals, license plate holder, locks (tho it's cheezy).

+1 on the backpack.

Tank bags work good too, and if you don't like wearing a backpack, a bungee net will hold it to the back of the bike quite nicely. This pick shows my bike decked out with a joe rocket manta tank bag & a simple backpack (with a Canadian armed forces rain parka over it) held on with a bungee net. I went on my bike trip last year like this.
