If the bike has been over on its right side (as my 900rr was) it may have a bent clip-on, which would cause the throttle tube to bind. Not saying thats what's wong, just an option to check. My brother's 1992 600F2 had just needed the cables lubed

white litheum grease... but USE bug and tar remover to clean it...it wont eat your cables (NO carb cleaner or strong chemicals)...

If the lube is a heavy wax that may cause it to stick worse... I'd go with an oil based cable lubricant and blow it into the cable liner with compressed air.

And if you do that and it doesn't work, check the clip on to see if its bent, and the bar end to make sure it isn't binding lol
