'91-'93 models had black fork lowers and the internals were damping-rod design with only preload adjustable. The '94 model got silver lowers and new cartridge internals that allowed for preload and rebound adjustment. The cartridge design works better than the damping-rod style over a wider range of conditions, and has the added adjustability.
'94 bikes also got new rear shocks that had preload as well as compression and rebound adjustment.
Basically everything works better and can be fine tuned better on the '94 bikes.
