i know that if it doesnt have a baffle it will fail inspection. im not to sure about the effects on the engine but without any restrictions of air flow it could possiblyharm the exhaust valves but im not too sure.
Ugh, my 1st post failed and now i have to retype, so im not making it as long.
Simply put, the pic u posted is exactly what i have, on my 07 gsxr 600. It is loud as any exhaust i have ever heard. You WILL need to purchase product to make that tip run smooth, im not wasting my time though responding in full because i doubt you are interested in putting money into your bike. Maybe you are. who knows

You'll likely lose power overall, if you're concerned about that. Engines (especially complicated racing ones) need a certian amount of back pressure in order to deliver the smoothest most usable power. Look up the scientific principles behind the EXUP valve system. I don't know if you're concerned about such business, but the idea of that bothers me.
It is not uncommon for a bike to lose power with an aftermarket exhaust if it is not tuned to perfection. Quite a bit about the airflow changes with any exhaust or intake modifications, and rarely can a "catch-all" jet kit hit the nail on the head with their one-track approach to fuel mixture adjustment.

That pic is of the Moto GP Exshaust on Ebay for $60, the Ebay seller is Radiant Cycles. I just purchased it myself about two weeks ago for my '94 F2. It actually has a very thin baffle in it. It is veryyy loud. Sounds pretty close to the sound of the open headers if you've ever taken off your exhaust completely and started her up. If you want it loud, this is for you. Not a real noticable lose of power with this. Runs just fine. Also very clean look on the bike, ends right past the right peg, so no worries about it blowing on your foot and burning you at all (it's about 4 or 5 inches past the peg). Heres a video of it on mine:

(Only comes in crome, but i heat painted it black to go with the bike)Hope this helps you out.
