It accelerates but not as it should be kinda like its dragging, I can just hear the motor screaming SHIFT ME DAMNITT

It slowly climbs with the speed, haven't taken it over 6000 rpm because it just didn't feel right, to be exact it feels like your at the top end of a gear like 3rd

Not sure what to tell you. What your describing doesn't make sense. It sounds like the tach is working.
If the clutch was slipping, the tach would probably just up near redline, with the engine reving.
But it doesn't sound like the tach is anywhere near redline. So I don't know why your engine is "screaming".
Even if you were in a different gear, the tach would still be way higher than 6000rpm.

If I had to guess, it sounds like the bike is just making more noise than normal and it's not actually reving up.
Since you just worked on the carbs, pull the gas tank and look to see if anything in the carbs/airbox is blocked or disconnected.
Intakes can make a lot of noise.
Also check to make sure the exhaust in on correctly. It doesn't take much of a leak to make a lot of noise.

Or put a gopro on the bike, go for a ride, then post the video on youtube and send us a link.

It's not the noise it's the shifting but acting like it's not shifting, it will click up in gears but not physically change, like when you shift up it should drop rpm a little and give you more power and speed but when I shift up after 3rd it stays exactly as it was in third in 4th,5th,and 6th no tach or power /speed change but I will still have to downshift through all the gears, I know it sounds like I'm crazy but I swear I'm not lol

And also when I check the oil on this bike do iscrew in the dip stick or rest it on thr threads, I screw it in so if it's supposed to be rested thr low oil could affect the clutch being its it's a wet clutch

I don't think your crazy. I think your bike has a problem. It's just that your description doesn't make sense. If you up shift, you don't get more power and speed, you get less power and your speed stays the same. Your speed will only change as you apply throttle. The better and more accurate your description is, the easier it is for us to help you. That's why i suggested a gopro, it directly shows whats going on.

There is one other possibility. You may have broken the detent spring on the shift star. That can cause bikes not to shift properly. This was a common problem on older R6's, but I've never heard of it on an F2. Or really outside chance that the shift drum or shift fork has an issue, but that's unlikely as it probably would affect both 3rd and 4th. Anyway, digging in to that requires pulling the whole clutch and/or engine apart. I'm guessing your aren't up for that, so you'd probably have to take the bike to a mechanic.

No, oil is checked on level ground with bike vertical and without screwing the dipstick in. But either way, a little low on oil won't have any affect on how the clutch works.

AND I GOT IT !!!!! watched a dummy video on YouTube on how to adjust a clutch and I did it it was simply bad adjusted clutch caused the high gears to not fully engage

Was reading this thread an made me think, am I retarded?? How should I adjust my clutch cable to the new lever I put on it. Keep in mind it's a 1 finger clutch lever. I've watched videos but I can't get it quite right. How much slack should I have at the engine before I adjust at the lever???
Now she shifts fine for the most part, the pull is tough like I need two fingers tough. Any thoughts
