Gotcha... well, if you end up cleaning the carbs, you might resolve your issue with hitting all your revs anyway, so I would just take it as it goes.

But if you do end up with a cheap ICM, or at least could borrow one from your buddy, then it definitely wouldn't hurt to use it, and see if the Power Pak is failing, and cutting your rev ceiling.
