Default Bad surging @ 7000 rpm under load

So, I replaced the filter with a K&N, and cleaned the carbs (disassemble, chem dip and a good cleaning. reassembled them, and reinstalled on the bike. test rode, and had a terrible surge @7000 rpm. checked the installation of the carbs and sprayed carb cleaner around the boots, and found a vacccum leak. found one of the carb boots cracked, and replaced with new. i am 90 percent certain that the carbs are completely seated, but there is no way to check the front of the right two because you cannot see. i did not mess with the fuel air set screw, and the jets are clean. the carb was reassembled correctly. i am certain that this thing is super lean under load but i cannot find the reason. i have not checked the fuel air screw yet, but dont know why that would be that far out all of a sudden. also, the air chamber in the carb is sealed great in all four. this thing has quickly become a huge basket case, and i am beginning to get fed up with it. any suggestions?

i tossed the stock filter. it did not have a k&n before, and i am pretty certain that it needs jetting. i really wanted to avoid doing that, but i guess it is the only way. i still want to pull and read the plugs, but i think i am going to just order a jet kit. anyone have any opinions about jet kits. im going to go with a stage 1, and i am stuck between DJ, and a company on ebay that i found called 6sigma. the ebay special is a little less expensive, but i cannot find a whole lot of info on them. has anyone dealt with them before? any feedback would be great.

so, i went ahead and ordered a jet kit from DJ, and once i got the carbs back apart... i discovered the original mains on the 2 and 3 carbs had come completely out of their emulsification tubes. well i am assuming that was what was causing the issue, but i went ahead and jeted the carbs anyways. just let me say, the bike runs like it owes me money now.

Nice one bud. I went with a dynojet kit. Works wonders on these bikes. Improves throttle response, delivers more power, it's good all around.

Fine tuning it is my hassle. I really need to get a dyno run in!
