Hershey when it comes to carbs Im not a mechanic... what is the TIP test and what am I looking for them to do?

At approx. the same amount of "tip" angle? Or does one require you to lean it further or jiggle it at all before it opens?

UPDATE......

Put a DIFFERENT set of carbs on there and getting the same thing....

I did look into the tank and I see no debree or any funk at all.... Looks good to me...

yes the petcock comes out easy and theres a filter on it that comes out also but try not to damage the filter bcuz its brittle somewhat.

lol....let me re explain....lol... I know how to take it off, is there a way to check the functionality of it?
