suspension, suspension, suspension. oh, and money...
the basics:
front suspension - change fork oil, springs, add racetech emulators. or swap front end for F3. F3 you get better brakes. wider rim. suspension adjustments.
engine - end can or complete exhaust. any engine work to be done needs at the very least a freer breathing exhaust.
the wish list:
adjustable rear shock
more powerful calipers and bigger rotors
wider treads
steering damper (debatable since 87-90 are very neutral)
bored out cylinders
flat slide carbs
less weight (remember, we're riding chubby chicks compared to what's out there now)
and a host of other things that at this point can be gotten much cheaper if a new bike was purchased to begin with.
but alas, for some reason that chubby chick still appeals to us no matter how we dress her up.

well, the only thing left for you to do with the front is install emulators. so long as the front and rear suspension work well and are balanced i don't think you'll have too many handling issues. are those ebc pads HH? if the front end gets twitchy even after making suspension adjustments, you may have to get a steering damper, either top or side mount.
anyway, all you got left is engine related. a more open exhaust will help along with a carb rejet.
what class are you going to be racing in? what other types of bikes will you be racing against? what are the rules regarding engine mods?

Hoping to race in the Derby and Phoenix club at Mallory , Doningnton, Snetterton , Brands Hatch, Cadwell. In what they call the Honda cbr 600 Steel Frame class , which covers up too I think 1999 models of cbr . Just doing it for fun mate, as I have heard them some people with ex British supersport, and world supersport bikes from the 90's
