Exclamation it has a hard time reving past 3,000rpms

i have a 1990 honda cbr600f and everytime revs past 3,000 rpms it wants to die. and when i do rev it past 3 grand i have to be extremely light on the throttle it is curently not running. l bought it and cleaned the carbs and it got a little better but it's still having the problem. it looks like it has racing carb on it and has f1r slip on exhaust

When you cleaned the carbs did you make sure the sliders moved freely and the diaphragms were intact and not ripped?

Did the bike have this problem the entire time you owned it?

actually I found out they aren't. I had a parts bike that had smaller carbs and that was my first assumption. But yes when I bought it it would go past 3 grand and after I cleaned the carbs it will. Before it only ran with the choke on. After adjusting the idle it ran with out it but now when you turn the choke it revs up to past 3 grand

The mixture screws might explain the condition of the plugs, but not the issue with it not revving past 3,000rpm.

Yes it would, its fouling the plugs. His fouled plugs are not allowing the bike to rev.
