Fuel Relay / Relays
This just goes to show to check your connectors! after many, many, many tests ( I cannot stress this enough) it turns out there was a short in the wiring harness at the FP.
Don't just throw parts at it boys. the relay ended up being A-okay. and i'm sure CDS is happy he didn't have to end up buying a $70 relay that he didn't actually need.

Good to hear you guys got it sorted out! Electrical issues can be interesting to diagnose without actually having the vehicle in front of you
I'm sure you will be able to get it fixed up and finished with the knowledge available from this forum.
edit: Just out of curiosity, which wire(s) were shorted to where?

well i got a wild hair and decided to take the two wires that go into the female connector from the wire harness for the fuel pump and while the relay connector was jumped i squeezed them together but not far not even touching and i seen a little bit of spark on the inside of the connector.
Wow that's interesting.. nice job finding that one. Putting some dielectric grease in that connector, and all the connectors for that matter, would be a good idea too. Helps to insulate from corrosion and water intrusion.
