Default Fuel Pump

My bike was running ****ty and only running choked and the fuel pump seemed to be going on and off. so i took it off to inspect and now that I hooked it back up it still doesn't do anything with the key on and it's popping the fuse when I hit the start button. The other day I ran it with very little gas in the tank (Unknowingly) Could that cause the fuel pump to malfunction? Thoughts please.

also, check your fuel filter, it may be clogged, and there is a screen in the tank at the top of the fuel petcock, take the petcock out of the tank and clean that as well. Its possible that reason the pump was shutting on and off is that it was taking longer for the fuel to pump through the filter, therefore the pump reached aqequate pressure sooner.

and you should only hear the pump until it reaches the right pressure, after that it should shut off.

When I take the relay out it starts for a second, but when i put the relay in it blows the fuse. would that mean bad relay or bad fuel pump?
