chrome or powder coat?
this is my experience...
show chrome (shiny) or hard chrome (dark) is very easy to clean since particles don't stick to it very easily. however, shiny chrome looks bad after moderate nicks and scratches unless they are buffed out or if road particles start dinging into it. hard chrome holds up much better to nicks and scratches.
powdercoat is not too bad as far as cleaning goes, but can be a pain if brake dust and road grime are left to settle onto the surface after a long period of time but offers a very durable finish against dings, nicks, and scratches. also, what i like about powder is that it comes in a variety of colors and can even be applied on in multiple colors on the same surface.
