Starter damper - again

Starter damper - again
Right I no longer own a Hurricane, but there's a large pile of parts in my garage, with no stator, starter damper etc..................
Took about 4 hours to strip everything off, and incl removing the damper which I grovelled with a bit as my big hands aren't an advantage.
I've found a small washer that looks to be in two pieces, down the shaft, which doesn't look right.
Pic attached. It seems to fit in a groove ......
Boffins please advise if it's just broken or is supposed to be in two pieces. Thanks Boffins !

If the circlip did find a way to get loose ? , it may have caused the slippage .....but I doubt it ...
Geese ...hope you have some luck come your way mate ...
.....also hope you are taking pics and notes !!
