i ended up going to Rancho Cordova Motorcycle dismantling.(http://www.ranchomotorcycle.com/) I paid 80 dollars for a used one.
I sanded off the paint and applied the thermal compound used between a heatsink and processor and put on my new one and it's working now.

So I got stranded again and took my battery to get it tested and they said it's okay, just needs to be charge.
So I think my regulator stopped again. I'm going to test it tomorrow

So my regulator died on Sept 6. With the engine on at 3k+ rpms it was only at like 12volts. I bought a new regulator off ebay for 110 dollars and got on the 16th.
