I have a Fieldsheer Expander tail bag that works really nice and it quite roomy. It has several attachment options (I use the built in bungee system it has) and comes with a rain cover. It was not too expensive ($53.00US). I think I may add the Fieldsheer paniers later. They attach directly to the tail bag (engineered system). These bags are available all over the internet.
