Not sure what bike you have a 99 or an F4i but most /HID's are plug and play and very easy to install.
If its a 99 you most likely have a H4 bulb and if its an F4i then you have a H7

i have an f4i from 1999, where should i buy the hid h7 bulb? I'm more concerned about breaking the lens when i try to change it rather than actually putting the bulb in...is it just a couple screws and I'm in or should i really know what I'm doing?

Please post a pic of your bike as they didn't make a 1999 F4i?
There is a 1999 F4 and a 2001 F4i? They use different bulbs so you have to find out what bike you have or take your bulb out and check to see what bulb you have.
It is almost impossible to break your lens swapping headlights, on the back of your headlight there is a silver latch holding your bulb into the housing.

www.ddmtuning.com is where I got mine but please figure out what bike you have before ordering.

ok so i got the nose off and looked at the light. its actually 2 bulbs, one little white one and one long one with a blue plastic piece (i'm assuming that makes the colour what it is)

besides me not being able to figure how to take that bulb off yet, what kinda bulb am i looking at? it says h4 on the plastic piece attached but h4 hi/low bulbs are one bulb, this is 2?

HELP!

I'm guessing you bought the ebay cheapies, I believe if this is what they look like (Just reverse the bulb colours) then you have HID lo-beams with Halogen Hi-beams:
