HELP! Integrated Tail light

i'm no expert by any mean, but sounds to me like:
1/ u didnt mixed up the running and signals light wiring in the integrated tail-light (check your wiring)
2/ if its a cheap $20 integrated tail-light from china, it could be a defect unit with some wires shorted together inside it (replace it or test each wire individually straight from the battery)
3/ cheap you bikes wiring from handle switch to fusebox, to flashing relay to the signals, PO might've missed with wiring somehow

i am fairly good with electrical problems, What year/model bike are you installing this on and what brand/model taillight did you buy? Did it come with color coded instructions or is this second hand?

oh god! the dilemma of PO's lack of basic electrical knowledge always pops up! have had that with every single bike i ever bought
