Does a kit exist? I've seen them for later years. . .

If not, anyone seen a howto?

Good question. Why is it they're only for '97-'98s? I checked Ebay and that's all I found..

Looked into it further, you pretty much just buy the right size bulb kit for your bike, and rig it up yourself.

Searching eBay for "Motorcycle HID" turns up a ton of hits for generic kits, you just specify your bulb size when ordering, and have to figure out where to stick the ballast on your own.
