Cali state laws for light on cars, motorcycles, & and thing allowed on the road is:
Front: Headlights - Any aftermarket lights (that say off-road use only) & Aftermarket HIDS = Illegal
Front: Turn Signals - Yellow, Amber, Orange = Only Legal Colors
Rear: Brake Lights - Red for running & braking color = Only Legal Color
Rear: Turn Signals - Yellow, Amber, Orange, Red = Only Legal Colors!

if it is a legal color than LED's are fine
The laws are that motorcycle must have one headlight on at all times
the front turn signals are to work as running lights & blinker of legal color
The rear brake light must be on at all times and brighten when brakes are applied (of legal color)
The rear turn signals are to be used for blinkers only ( Not Running Lights )(Of legal Colors)

*Light Kits
*Ground Lights
*Wheel Lights
*Etc.... All accsessory light
ARE ILLEGAL!

I was told by an officer when I lived in cali that the underground FX kits are allowed as long as you cant see the actual LED or light bulb that is under the vehicle. the reflection of the light off the ground is not illegal because it is not as bright as the actual bulbs and doesnt cause a distraction or impare visibility to other drivers. I had a little honda CRX for about a year out in cali and every single light on the car was blue, tails, brakes, signals, dome light, license light, etc etc all blue so Ive had my fair share of run ins with the po po on illegal lighting. I maybe wrong though but thats what I was told straight from the cop that pulled me over all the time.

i dont know when you where in Cali last, but....
I work on Custom Aftermarket Imports - I have had lowered trucks tricked out honda's
& also many tickets.
I got a ticket for the undercarrige lights twice. I was told any light distraction is Illegal (Even License Plate Neon Lights)

AS FOR THE MOTORCYCLES ----- WHO RIDES AROUND COMPLETELY LEGAL!!! NOT MANY!
