fender eliminators
Well, technically the plate is not suppose to be any further back then the rear axle. However, you shouldnt be bothered too much since it does have a plate light and it is mounted onto something and it is visible. They screw with people who just bolt it to their undertails and no light. You should be fine. I have never been messed with and I have the competition werkes as well
Hey AJ.
I myself live in Orange,CA *socal* and this is what i use:
CW fender elim. STD i believe it was.

It keeps the plate at the rear. and uses the stock rear turn sigs and stock plate light in the middle of your turn signals (little lump between the turn sigs on the metal bracket)
I've had multiple cops behind me and not a problem yet. Hope it helps.
