I'm not too fond of the look, but the fairings are just beat. I asked if I could take it out for a ride to see how it rides. I was told I'd only be able to take it around a parking lot. I was hoping to go through all the gears and at least hit 60-70 mph.
I used to live in Chicago. $1,200 could get you a decent bike. In Iowa, poor-average quality motorcycles will run for $1,500-$2,500. Here's a sad example of a CBR near me:

I still wouldn't pay that much for a bike that needs as much work as that one needs. For $200 more, I found an 86 Kawasaki Concourse with similar miles that's actually been taken care of (at least looks like it.)

I know. I more or less came here for confirmation my gut feeling. I got on the CBR and it seemed comfortable, but with the fairings beat up and leaks all over it, I gotta look elsewhere. After reading all your stories on the forums, I got really excited for it, so I'm a bit torn on what I could do with it.

End of the day; what do you expect out of the bike?
They both have slightly different slants.
Maybe you should PM Seb, he is lucky enough to own both, and could give you a totally biased opinion on the attributes of both bikes.
Personally, I'd be very happy to own both; having to chose one or the other might be a harder decision though.
Maybe, at the end of the day, you just go for the bike that you think will be just most reliable and give you the most smiles per gallon.

I like that.
I figured if I'm going to be getting something in the 80's for that price, I might as well just look for my current dream bike which would be a GL1000 or 1100. I was fine with the CBR since he described it being in good condition, so I figured why not. I like to push myself and the Goldwing couldn't keep up with my turns. If it's in the shape it's in needing new for seals, I might as well pick up some sitting Goldwing that needs work and send it in for repair. The other option is the Concourse which I might go check out today. There's also a fourth option, which is a 1986 BMW 1100 Sport Touring for $2000. Rebuilt trans and a bunch of new parts. It's got 162k miles and it's pushing the budget.
I guess I need to just get on each option and take it for a spin on the highway before I make any choices.
