Japanese MSF

I found this on putfile. I'm just kidding about it being Japanese MSF. Could you just imagine California saying there are too many cycle accidents, you must pass this test in order to get your M1(motorcycle endorsement)?

That may be true, but if you were my Gov, Aa'nold; you would be too busy riding illegal to take it yourself let alone make it manatory for anybody else!
