Unhappy Cbr 250 mc19

Hi, ive got a 1989 Honda CBR 250R MC19 and just wondering something, currently my bike does 118mph however it doesn't rev all the way through in top gear instead of reving to the red line at 19k rpm it stops just shy of 16.4k rpm any ideas if this is normal or... as its feels like the engine has more to give as it gets to 118mph quite quickly then just suddenly stops and the acceleration past 100mph doesnt seem to drop too much, so I persoanly think there is a limiter in the bike. Is this the case and can it be removed?

Yes, there is a limiter.. Its an ECU controlled function. The bike will hit limiter @ 180km/h. All imported vehicles from JDM market tend to have a 180km/h limiter.
