I agree with Tennessee above...Get a Fluke! And everything else he said too. Either way 12.2v is dead for a 12 volt battery. It should be putting out like 13-14 volts fully charged. Google or Wiki it. BTW, I could be totally off on this but I'm sure that the 12.2 volt meter reading you got with the 9 volt setting is still fairly accurate. If you get the same reading on the 20 volt setting I'd go with it. 12.2 is less than a 50% charge for a 12 volt battery. Hope this helps.

trouble shooting a battery issue for my buddy's RC51. he bought a volt meter so we can see what the battery is doing, but he bought a pretty generic one. It doesn't have a 12 volt setting, just a 9 volt setting. When we plugged it into the battery, the battery showed 12.2 volts, but didn't have enough juice to turn over when we started cranking.

but on a serious note, my bike will start with the battery well below 12.2v, ive done it many time when i was having electrical issues, i would test the battery before every start and 12.2 was more than enough.
Maybe there is another issue or the multimeter is not reading right.
get the proper multimeter/setting and test it, if that doesnt work look into the starter maybe.
