The city I moved from made national news when a bulldozer hit a gas line. Kill a police man and blew up a ladies house while she dived into her pool to survive.

Question is Why are you poking holes in the pipe?
I have to relocate an exsisting duct bank, so a sewage diversion structure can be built. So we have to chip away the concrete cut into the conduits and demo part of the bank. So we chip or drill a smal hole in the top of the conduit, verify that cables or wire is laying on the bottom and then carefully cut away at the conduit. We drilled the second hole thinking it was just standing water(like CityWorker metioned) but no such luck.
