Well here in GA the tag office requires you to have the local PD fill out a VIN Verification form (LEO observes that the VIN is there, runs it to make sure its not stolen, and writes it down on the form). From there just take it back to the tag office and they will register it to you in order to get a tag.

I talked with DMV and they said if it had a canadian title it would have to be registered here byt the previous owner THEN it could be transfered to me after they inspected it, which all they do is verify the VIN and mileage. But I decided it wasn't worth it to me to have to go through all the red tape so I said the heck with it. Too many others with clean, clear titles out there.
