I was walking/swimming my Rottie about 100mts from the waters edge ( low tide ) only 3 ft deep where I was ...
This bloody Rodger Ranger was walking the beach doing his rangering thing I spose, and spots my dog way out in the water ....no ****, in full pants work boots and shirt ...he just walks straight in without taking anything off and out he comes ..to waist deep !!
He gets to me in nothing but bathers ..a small swim suit , no pockets and asks me for his rego papers and collar tags... I had taken his collar off as the salt water fraggs the leather..
He then goes ..hmm ... hm no rego tags ? no rego papers ? .. whats your name mate ...?
I answered with the name "Neil Young" ( a famous old muso
)... fu%^&k me he did not even pull a face ... I then gave him a dud address .. he wrote the fine up ($350.00) and just walked away back to the beach ...I nearly cracked up
I know they are only doing their jobs ... but to walk out in 3ft deep water fully dressed??
they do make yu wonder about why do they bother sometimes ... ??

Even if it was your neighbour who filed the report, get statements from friends to say your dog is always locked in the house, and the only reason he could have escaped was because someone, ie burglars, let him out, or he chased them when they left the door open.
Judge should see your point, given the circumstances - I would.
I'd think about some "neighbourly reprisals", too
