Prince George’s County Complaint Against Police Practice
Statement of Complaint and Incident

Complaint of: Use of Force, Use of Vehicle as Force, Attempts to Intimidate, Integrity Violations
On the evening of 10/15/2007 I was riding my motorcycle, a flat black 2002 Honda CBR600F4i (sportbike) leaving Mitchellville, MD and turned onto Lottsford Road. I'm enroute to one of the local spots to meet some riders not knowing if they would be there or not. I'm coming from a one lane road that feeds into 2 lanes then 3 lanes (Lottsford). I'm am dressed for safety, wearing a 1-piece leather riding suit, full face helmet, hard-shell back protector, full gauntlet, double-closure, over-the-wrist gloves, over-ankle motorcycle boots, and with a waist pack strapped to my lower waist turned backwards. It's just after dark. I get to a red light at the intersection at MD-202 and see a police car behind me. I turn off into the restaurant area there in the hopes that I could catch some riders before heading off to The Boulevard at the Capital Center, located at Arena Drive. The officer keeps going down Lottsford, and I have no luck finding riders. So I continue on the road to The Boulevard heading to the next intersection. Conscious that he may be in the area, I'm extra mindful of my speed.
I get to the intersection and am stopped at the red light and see for a split second a police cruiser in my mirror. He turns his lights on and then BAM! I was rear ended by the police cruiser. I'm in shock and basically like, "I can't believe this just happened". Then he comes over to me and I ask why he hit me, he says that he wanted to get close.
I ask why he stopped me and he asks me to shut off the bike and I comply. I also remove my helmet and dismount the machine. Then he says that my tags are expired. I reference to the officer that the stickers on the tag don't agree with him. He replies by asking for my license. I offer my registration to which he says he doesn't need it and that he can get everything through my license.
After he radios it in, I ask him why he ran my tags before stopping me and he says that the law gives him the authority to run any tags he wants because “…most of the time the bike is either stolen or the guy has a lot of warrants. That's how we do it." I’m more than sure I gave the officer a challenging look after this comment, considering how I’m dressed, his obvious prejudice against sport riders, and the assertion that this is standard procedure.
[size=3][font="times new roman"]Then he says that he stopped me because he couldn't see my tags. I reply back that “I thought you said that you ran my tags already and they were suspended?!?!” The officer replies, "OK that's how you want it, you're getting a ticket.” I ask what for and he replies, “For illegal lane change. You're lucky that I'm not giving you speeding too, cause I heard

Wow, this sounds nuts!! It's too bad that there are officers like that. You will have to keep us updated. If you are having trouble getting a copy of the tape, I would call the newspaper or local media. They will know what paperwork needs to be filed to get it turned over. It is evdience and you have every right to a copy of that tape.
That sucks man, seems like he's one of those cops that go above and beyond their set limits of the law. The second he hit me, I would have called 911 though, just to make sure I had another officer there to witness the entire thing. Because now, it's just your word against his in court.
BTW- I have ridden a bit since the incident, but it is definately less care-free. I refuse to let an incidentlike this intrude upon my freedoms of "life, liberty and the PURSUIT OF HAPPINESS".
Hopefully, you can get a hold of the tape, and it's not "tampered" with or conveniently missing. Good luck man, I hope the officer gets what is coming to him. I highly respect the police, but I admit that this one is a very bad apple, and deserves to be prosecuted to the fullest extent of the law. Your incident with him may only be the tip of the iceberg as far as his behavior and conduct.
Dude i couldn't believe this when i read it. I work in PG county! Don't really ride there, due to its very congested and stuff, I like riding in carroll county. We should all get together this summer and go riding the ones that are in this area. Hope this all works out for you though, and remember not all cops are like that. You ever go to Heysers cycle shop in laurel md?
Jaybird - I feel your pain.
On Oct 27 my family andI were rear-ended by an off duty cop in Bowie. We were at a light (stopped) and were hit at approx 40-45MPH. Knocked me out and messed up my wifes neck. My kids were fine. Thank God for F-350 dually's.
After the dust settled - I stepped out and had this guy stumble towards me. I can smell the alcohol ....and he gives me the "it's OK...Im a cop".
Pissed does not describe my feelings.
Long story short, the State Police were awesome. They arrested him on site and cooperated with my insurance company (State Farm).
Ohhh, he had a Dodge Durango and it was totalled! We are back on the road but seeing a Chiropractor.
