Yes, you have to pay a fee. It's crazy. When you buy your TV, you register it to say "So and so at such an address has X amount of TV's I'd like have cable for, bill me accordingly. Then you can watch TV.
You can own a TV, for use as a monitor, but you just won't be able to watch anything.

Over there it's just the beginning of indirect taxation ! ..... when you consider what
VAT does (Value Added Tax)
Taxation (direct & indirect TV licenses etc) in Europe in general is the primary reason
I choose to plant my boots over here.
But that's not to say State & Local Taxation is a sweet heart deal either and Maine's
real good at doing their thing with local taxation too...... one reason I'll never retire
here

Dont forget, this is payable even if you DONT own a tv !! Because mobiles, laptops and PC's can now be used to stream TV you must pay the TV license if you own any of them too !!
I know people that have been charged for this, and they have never had a TV in thier life =S
