Yes it is always gonna be under the officers descrection on these. I am just saying that same thing. You take your chance in every state. I ride with mine on when its really late and the streets are pretty dead. I will put them on when I go down the highway. Sometimes I just ride with the rear ones on to make myself more visible. Different states have different laws. Mine is less troublesome than others. Your best bet is to not do it unless you want to take the chance at a ticket.

Their illegeal cause they have caused accidents because PEOPLE ARE STUPID!!!!!!!!!!!!!!! The see neons and they keep looking at them while they drive into other cars, these are called rubberneckers, they also cause secondary accidents and crash scenes because their not paying attention to the road. If people drove the way they were suppose to then we wouldn't need this law, but PEOPLE ARE STUPID!!!!!!!!!!!!! Plus another reason is putting to many lights on your car or bike till the point that you blind other drivers on the road, again PEOPLE ARE STUPID and some idiot will put so many lights on his vehicle that it could turn night into day

I believe front facing blues or reds are definitely illegal, but probablynot rear facing. Red lights facing rearward (brake/tail lights) are of course legal, I believe blue is similar (blue dot taillamps).
The issue you may run into is if they are visible from the front because a bike is so narrow, it may create unwanted attention and give a cop a reason to bust your hump.
