There should be a man law about "beer neglect" (not that Rideout is guilty, mind you). The Sumerians are credited with brewing the first "beer" (by mistake) so there is a long history of the love of beer.

As for the beer neglect law, I kinda like that idea.

I vote that any beer that has been left out of the fridge long enough to sustain room temperature levels is fair game.

I do not believe there should be a law that jeopardizes the safety of cold beer though, because at least when the beer is cold it is being taken care of. Unless a person moves out, doesn't live there and is friends with no one in the house, or dies.
