not sure what it is called but i do believe the more expensive high end jackets come with them, not really sure if you can put one on a jacket as an afterthought

Well Mr.Bomb, I"m going to disregard your comment simply because that's not the answer I wanted!

I guess I'll look into some custom work, I'm sure I could whip something up out of the hard foam at work...

Bomb is right, they are molded into the jacket, not really something you can add on. They are usually called back humps or speed humps. Basically they are there for high speed stability.. less chance of buffeting on your helmet at high speeds when your in full tuck. Its really not practical on the street, thats why you don't hardly see them unless its a full race suit or race jacket.

It's a neck protector - designed to prevent your spine and neck from injury.
It's also an airodynamic aid to improve the airflow over your back.

And if you're going to disregard every bit of advice you get (which was good by the way)
I won't bother, except to say.............
That anything you make will have to be stitched to the jacket. And won't work except to hurt you.
Proper Repsol jackets have them built in.
If you don't know what it's for or even what it's called why do you want one - just to look cool ??

its a speed hump, for aerodynamics mostly not protection. They do make a device you wear around your neck tho to help protect it. Seen alot of advanced riders wear em after they have had neck injuries.
